A new Brookings Institution analysis of state comments on the proposed Clean Power Plan rule shows bipartisan concern about the rule’s emissions targets. Thirty-six states told the EPA that they cannot meet the rule’s carbon-intensity target reductions. States with red and blue governors alike, including 10 of 12 Democrats, said their states cannot fully comply with the rule as written for that reason. The complete report is available here.
