Doris Meissner is a Senior Fellow at the Migration Policy Institute (MPI), where she directs the MPI’s U.S. immigration policy work, focusing on immigration administration, enforcement, and border policy. From 1993 to 2000, she served in the Clinton administration as Commissioner of the Immigration and Naturalization Service (INS), reforming the nation’s asylum system, developing new border management strategies, and overseeing a doubling of the agency’s workforce. Meissner’s federal service began in 1973 as a White House Fellow; she went on to serve as Executive Associate Commissioner of INS, the agency’s third-ranking post, and as Acting Commissioner in 1981. In 1986 she joined the Carnegie Endowment for International Peace, where she created the immigration policy project that became the Migration Policy Institute in 2001. Meissner is a member of the Council on Foreign Relations and the National Academy of Public Administration, and she is a member of the Advisory Council for the Niskanen Center State Capacity USCIS Project.
