James (Jim) W. Ziglar, who is a former Chairman of the Migration Policy Institute’s Board of Trustees and was previously a Senior Fellow at MPI, was appointed by President George W. Bush in 2001 as Commissioner of the Immigration and Naturalization Service (INS). He led the agency through the aftermath of the September 11th attacks until INS was dissolved into the new Department of Homeland Security in 2002. Ziglar previously served as Sergeant at Arms of the U.S. Senate and, before that, as Assistant Secretary of the Interior for Water and Science under President Reagan. He spent 17 years in investment banking and 22 years practicing law, beginning his legal career as a law clerk to U.S. Supreme Court Justice Harry A. Blackmun. Ziglar holds a law degree from George Washington University. He has served on numerous boards, including Human Rights First and ImmigrationWorks USA, and is a member of the Advisory Board of the Ellis Island Honors Society and the Advisory Council for the Niskanen Center State Capacity USCIS Project.
