Kimberly Burnett

Kimberly Burnett is the Deputy Director of Housing and Transportation with the Niskanen Center, where she leads the center’s agenda for abundant housing and complementary transportation policies within the Social Policy Department.

Burnett’s research focuses on federal, state, and local housing policy levers to increase housing supply, barriers to housing production, costs of Low Income Housing Tax Credit projects, addressing homelessness, and innovative construction approaches. Prior to joining Niskanen, she directed housing policy research and advised federal, state, local, and nonprofit leaders on housing strategy, housing finance, and homelessness systems.

She earned a bachelor’s degree in economics with a minor in political science from Oregon State University and a Master of Public Policy from the Gerald R. Ford School at the University of Michigan.
