Lori Scialabba served 33 years in the federal government, retiring from U.S. Citizenship and Immigration Services (USCIS) as Deputy Director and Acting Director. She also chaired the Board of Immigration Appeals, where she led a 2002 transformation that cleared a backlog of 60,000 cases, and served as deputy general counsel and acting general counsel of the legacy Immigration and Naturalization Service. Scialabba holds a law degree from the University of Memphis Cecil C. Humphreys School of Law. After leaving government, she joined Deloitte Consulting as a specialist executive, advising on immigration policy and operations, before retiring in 2025.  Scialabba received the President’s Award for Distinguished Federal Service in 2014, the Presidential Rank Award in 2009, and was awarded a certificate of completion in the Senior Managers in Government Program at the Harvard Kennedy School of Government in 2007. Scialabba is a member of the Advisory Council for the Niskanen Center State Capacity USCIS Project.
