Matthew Bulger is the Deputy Director for Criminal Justice at the Niskanen Center. He manages Niskanen’s portfolio of research, policy, and government affairs work to reduce crime and punishment.

Bulger previously served as senior policy manager at Dream.org and legislative director for the American Humanist Association. He earned a law degree from the American University’s Washington College of Law; an MPP and graduate certificate in nonprofit management from the George Washington University; and a bachelor’s degree in political science from the American University.
