Robert Divine is an attorney who leads the Global Immigration Group at Baker Donelson. He represents employers, investors, and individuals across the range of U.S. business immigration matters, including EB-5 investor visas and worksite compliance. He also helps regional centers and business developers syndicate securities offerings to foreign investors. By presidential appointment under President George W. Bush, Divine served as Chief Counsel of U.S. Citizenship and Immigration Services (USCIS) from 2004 through 2006, and for part of that time served as the agency’s Acting Director. He authored “Immigration Practice,” a practical treatise on all aspects of U.S. immigration law, from 1994 to 2015. Divine served for seven years as Vice President of the Association to Invest in the USA (IIUSA), the national trade association for EB-5 regional centers. He is a member of the Advisory Council for the Niskanen Center State Capacity USCIS Project.
