Shannon Slattery

Shannon Slattery examines state capacity and federal service delivery, with a focus on operations and infrastructure.

Slattery’s career has focused on public service and leading complex, high-visibility programs. She began as a Public Defender and spent 18 years at USCIS, driving change across adjudications, intergovernmental affairs, employment authorization and verification, and public engagement.Slattery served as Acting Deputy Associate Director for Field Operations and as head of the FOD Program Management Office, she led multi-year strategic planning projects to increase operational capacity and efficiency, and oversaw major emergency response operations. Her operational and change-management experience will ensure this project is practical and scalable.

Slattery earned a bachelor’s degree in political science from the University of Arizona, and a law degree from the Creighton University School of Law.
