Solitaire Carroll
Solitaire Carroll is an award-winning technology executive and public sector strategist, currently serving as a contributor to the Niskanen Center’s State Capacity Team. She served as Co-Director of the Veteran Experience Services (VES) Portfolio at the U.S. Department of Veterans Affairs, where she led one of the largest citizen-facing digital portfolios in the federal government—powering access to care and benefits for more than 9 million Veterans. Carroll co-authored the VA’s PACT Act benefits delivery 701b Modernization Plan and, in her role as portfolio director, oversaw the transformation of 48 legacy systems into 23 integrated, user-centric products. Under her leadership, the VES portfolio earned six national innovation awards, recognized for delivering accessible, equitable, and emotionally intelligent digital services. Carroll was named to the FedHealthIT 150, recognizing her as one of the most impactful and forward-thinking leaders in federal health technology. She holds a B.S. in Psychology from the University of York, UK.
