WASHINGTON, D.C.–The Niskanen Center today commended both chambers of Congress for advancing the 21st Century ROAD to Housing Act by a margin of 85-5 in the Senate and 358-32 in the House, a landmark bipartisan package that represents the most significant federal legislative action on housing in more than two decades.
This comprehensive package reflects nearly two years of bipartisan, bicameral collaboration reforms meant to boost housing supply and improve affordability for American families, including key provisions such as the Housing Supply Expansion Act and the Housing Supply Frameworks Act. These provisions eliminate the permanent chassis requirement for manufactured homes and provide best practice zoning guidelines for local governments, both important steps in reducing barriers to new housing supply.
At a time when rising housing costs continue to place homeownership out of reach for millions of Americans, the 21st Century ROAD to Housing Act demonstrates that Congress can come together to address the nation’s most pressing challenges.
“The 21st Century ROAD to Housing Act is a watershed moment for housing policy and the effort to expand housing supply,” said Kimberly Burnett, Deputy Director of Housing and Transportation at the Niskanen Center. “Congress has taken meaningful steps to encourage new housing construction, reward communities that build, support innovation, and reduce unnecessary regulatory barriers that make it harder to meet growing demand.”
The Niskanen Center congratulates Senators Tim Scott and Elizabeth Warren and Representatives French Hill and Maxine Waters for their leadership on this legislation and extends special thanks to Senator John Kennedy for securing the inclusion of the Build Now Act in the final package.
