In the wake of the Covid-19 pandemic, the unemployment insurance (UI) system played a crucial role in supporting Americans in need. However, it also exposed critical weaknesses that demand our attention and reform.

The Niskanen Center’s recent paper “A UI System That Works” proposes a set of reforms to modernize the UI system and ensure it delivers sufficient aid to families without excess fraudulent payments or superfluous paperwork.

In this webinar, we give an overview of the paper, the problems with unemployment insurance, and our recommended solutions. We are joined by Jen Pahlka, author of “Recoding America: Why Government is Failing in the Digital Age” and Chris Pope from the Manhattan Institute who also share their insights as we discuss pathways to reform.
