Gil Guerra is an Immigration Policy Analyst at the Niskanen Center, where he focuses on immigration and foreign policy, the demographics of irregular migration, and assimilation processes. Recognized as the 2024 Rising Expert in Latin America by Young Professionals in Foreign Policy, Guerra has previously completed fellowships at the Aspen Institute, the Hudson Institute, and the Hertog Foundation.
Guerra advances this research agenda through both academic and policy channels. He has presented at conferences organized by the Society for Terrorism Research and the America In the World Consortium, and has authored studies including a commissioned analysis for the FIU Analytic Outreach Papers series examining security and migration patterns in Latin America and the Caribbean.

A George J. Mitchell Scholar, Guerra earned his M.A. in Global Security and Borders from Queen’s University Belfast. He graduated with high honors from Swarthmore College with a B.A. in Political Science and a minor in Philosophy. He is available for media engagements in English and Spanish.
