WASHINGTON, D.C. March 11, 2022 — Today, the Niskanen Center applauds the bipartisan passage of H.R. 2471, the omnibus spending bill that includes several key provisions that reassert Congress’s appropriations power and strengthen the rule of law. 

The power of the purse provisions will increase transparency, accountability, and efficiency in the Office of Management and Budget in funding agencies, previously included in Title V of the Protecting Our Democracy Act (PODA). The inspector general provisions (title VII of PODA) strengthen their authority to prioritize whistleblower reports and bring them to Congress.

“This effort demonstrates a bipartisan commitment to reinforcing our democratic institutions,” said Kodiak Hill-Davis, Vice President for Government Affairs at the Niskanen Center. “More transparency and accountability are critical to rebuilding the public’s trust in our government and are important steps towards strengthening our rule of law.”
