Jia-Shen Tsai is a Policy Analyst at the Niskanen Center’s Climate Team, where his work focuses on carbon pricing and climate-related trade policy. He is also a Non-Resident Fellow at Taiwan’s Research Institute for Democracy, Society, and Emerging Technology (DSET), where he researches the geopolitics of clean energy supply chains. Jia-Shen previously spent three years at Citizens of the Earth Foundation, where he led civil society engagement on national land use planning and collaborated with civic tech groups to build open-source environmental data platforms. He holds a Master’s degree in Environmental Economics and Policy from Duke University and a bachelor’s degree in Anthropology and Sociology from National Taiwan University.
