Jia-Shen Tsai

Jia-Shen Tsai is a Climate Policy Analyst at the Niskanen Center, where his research examines carbon pricing, carbon accounting frameworks, and climate-related trade policy, with particular attention to carbon border adjustments and clean energy supply chains.

Tsai is also a nonresident fellow at Taiwan’s Research Institute for Democracy, Society, and Emerging Technology, where he studies the geopolitics of emerging energy technologies. Prior to joining Niskanen, Tsai worked in environmental advocacy, focusing on land use policy and state capacity. He has also collaborated with civic technology groups to support the development of open-source environmental data tools.

Tsai earned a master’s degree in environmental economics and policy from Duke University and a bachelor’s degree in anthropology and sociology from National Taiwan University.
