Rachel Levine
Rachel Levine is the Senior Transmission Policy Analyst for the Niskanen Center’s Climate and Energy team, where she leads transmission-centric research focused on interregional planning, marketplace governance, high-voltage direct current (HVDC) technology, and permitting reform.
Before joining Niskanen, Levine directed regulatory affairs for a utility infrastructure startup. She has also managed energy efficiency advocacy programs on behalf of utility clients and governmental entities in the U.S. and abroad. Levine earned a master’s degree in civil engineering from the University of Nebraska and a bachelor’s degree in environmental and ecological engineering from Purdue University.
